Western Harbour Crossing is Hong Kong's first dual 3-lane harbour tunnel constructed between Sai Ying Pun and the West Kowloon Reclamation. It is the largest harbour tunnel in Hong Kong. The immersed tube tunnel is 1,363 m in length with designated driving speed limit of 70 km per hour. Its practical capacity is 180,000 vehicles a day, 50% greater than each of the existing tunnels. There are 2 bus interchanges located at either side of the toll plaza. The administration building is 3-storey with a total gross floor area of 4,280 sq m.

Apply in writing to the Tunnel Manager with information on the location, date, time, production theme, description of the scenes, size of the crew, supply of electricity and equipment to be used.
Processing time is to be considered on a case-by-case basis.
$7,090 (basic charge) for the first 4 hours and $1,990 for each subsequent 4-hour block. Additional fees will be charged for the operational costs of administering the filming activities.
Applicants shall effect a public liability insurance not less than $50 million at their own expense in the joint names of the Government of the HKSAR, Pacific Infrastructure Ltd and the company with terms and conditions to be approved by the Tunnel Operator. A copy of the policy should be provided to the Tunnel Manager. Applicants are advised to contact the Tunnel Manager for the insurance requirements.
