Sai Ying Pun Community Complex was originally constructed as the Medical Staff Quarters of the Government Civil Hospital in 1892. It served as additional wards of the Mental Hospital at 45 Eastern Street from 1939 to 1961, thereby being known as the Old Mental Hospital. The site has been redeveloped into a government complex comprising community hall, cum singleton hostel and social welfare facilities. The existing facade of the Old Mental Hospital is L-shaped in plan. It comprises a wide verandah along the side facing High Street, and a short side elevation facing Eastern Street. The early Baroque features such as a wide arched verandah, ornamented railings and lower level of rusticated granite blocks are rare in Hong Kong. The façade of the Old Mental Hospital was declared as a monument.
