In 1972, the Hong Kong Government began the construction of 2 rock dams which rose 64 m above mean sea level of the narrow strait running between High Island and the eastern end of the Sai Kung Peninsula to form a reservoir with a capacity of 281 million cu m. A system of tunnels and shafts collects fresh water from the surrounding hills. A main tunnel carries this water to either the reservoir, or to the Sha Tin Treatment Works. Another 1.6 km tunnel from Sha Tin through Kowloon foothills distributes the water.
